To mark World Tsunami Awareness Day which was adopted by UN General Assembly with recommendation from Japan, an International Symposium, “Towards resilient recovery through multi-stakeholder participation,” was held recently at World Bank’s Tokyo office. CWS Japan was instrumental in organizing the event

Among other topics, the symposium considered the case the East Japan Earthquake and Tsunami in 2011 to deepen the discussion in addressing the question, “What does resilient society look like, and what are the key elements that foster such resilience?” To inform the discussion, expert presenters and panelists from within and outside Japan focus on 1) multi-stakeholder consensus-building processes that engage women, people with disability, senior citizens, foreigners, et al., 2) cross-sectoral collaboration about the environment and ecosystems protection, including urban planning with a view toward disaster risk reduction, and 3) perspectives on disaster preparedness, mitigation, and recovery that include historical, cultural and local community perspectives.

For CWS, which is engaged significantly in Japan and in the West on issues of climate change adaptation and disaster risk reduction, this was a rare and welcome occasion where hard, physical infrastructure protection and recovery was discussed together with what might be called soft, societal and social infrastructure.
